does that mean Class A ip address range:
1.0.0.1 to 126.255.255.254 are public ?

1.0.0.1 to 126.255.255.254 are public
There are also IANA reserved addresses and this IPs shouldn't be on public internet (1.0.0.0 /24; 2.0.0.0/24 etc.)
check following table
http://ip-lookup.net/documents/Internet-Protocol-v4-Address-Space
So public class are IPs 1.0.0.1 to 126.255.255.254
EXCLUDING address marked as IANA - Reserved from table above

Yes the range 1.0.0.1 to 126.255.255.254 are public
expect the 10.0.0.0 to 10.255.255.254 range are reserved for private network which are not routable on internet.

Many of the non-private Class A addresses are reserved for use by the United States Department of Defense, which invented TCP/IP.

Hi,
As originally defined in RFC 790 (now obsolete) class A addresses were 000.rrr.rrr.rrr through 127.rrr.rrr.rrr with 0 and 127 being reserved.
A lot has changed since then and even the term "Class A" is now obsolete. (Worth reading RFC 4632 for the history)
HTH
Andrew.
