Q-in-Q on Business 220 Switches

I am having trouble configuring Business 220 switches to support a Q-in-Q tunnel.

My Configuration: Switch 1 & 4 are 16 port Business 220 switches. Ports 1-10 are configured as Access ports VLAN 11-20 respectively. Port 15 is configured as a Trunk port (PVID 1, tagged member of all VLANs).

If I connect the trunk Ports together, traffic passes between the ports on the various VLANS as expected.

I then introduce a Q-in-Q tunnel: Switch 2 & 3 are 8 port Business 220 switches. Port 1 is Configured as a Q-in-Q tunnel port PVID 201. Port 7 is Configured as a Trunk port (PVID 1, tagged member of 201). My expectation is that when I connect Port 15 of Switch 1 & 4 to Port 1 of Switch 2 & 3, and then connect Port 7 on Switch 2 & 3, that VLAN 11-20 would be encapsulated in VLAN 201 between port 2 & 3, and traffic would flow between ports configured for the various VLANs as before.

However, I do not see end to end traffic. This configuration seems so straight forward, I must be forgetting something? Any tips on where I should look first?
