"How" would depend on the device's capabilities. Generally you can often shape or police, traffic outbound (going to the Internet), and you can often police traffic inbound (from the Internet). Note, with the latter, although it will control the amount of bandwidth from the Internet to the private VLAN, it doesn't always preclude inbound congestion, because the policing is often after Internet traffic has already reached the policing device.
