That depends.. Generally you would configure QOS/COS on both switches so that they understood what was happening. However, there are times when you may want to configure all traffic on a switch port to be set to a specific COS/QOS value and you could do this on one switch and it would apply to all traffic across that port. There would be very specific reasons for doing this though.
