Hello, I am trying to understand exactly what is happening here.

Can someone provide a brief overview i..e is signalling and Presence traffic being exceeded even though it has exceeded it's limit, but voice traffic is being dropped ?

Thanks kindly for any help.

Yes, that makes sense, noticed what I've bolded and underlined in the policy, below:

policy-map Marking
class IPPhone-VOICE
set ip dscp ef
police 1000000 8000 exceed-action drop
class IPPhone-SIGNALING
set ip dscp cs3
police 1000000 8000 exceed-action policed-dscp-transmit
class Presence_Traffic
set ip dscp cs3

class class-default
set ip dscp af11
