QoS question

Hello, on the older Cisco switches you used to see all the QoS setup code in the config e.g groundword setup for queues/weightings/mappings/overflow).:

+mls qos map policed-dscp  0 10 18 24 46 to 8
+mls qos map cos-dscp 0 8 16 24 32 46 48 56
+mls qos srr-queue input bandwidth 70 30
+mls qos srr-queue input threshold 1 80 90
+mls qos srr-queue input priority-queue 2 bandwidth 30
+mls qos srr-queue input cos-map queue 1 threshold 2 3
+mls qos srr-queue input cos-map queue 1 threshold 3 6 7
+mls qos srr-queue input cos-map queue 2 threshold 1 4
+mls qos srr-queue input dscp-map queue 1 threshold 2 2
etc.
etc.

1. Is it correct that this setup would only take effect if you turned on 'mls qos'?

2. I now notice that in newer switches that has all gone from the config. Is this because all this QoS groundwork is now done at the hardware level  (so it is still actually all there but hidden) e.g. defining queues/weightings/mappings/overflow etc ?

Do you need to activate something to turn all of this default QoS configuration in newer switches or is it always in effect ?
