qos queue-softmax-multiplier command

Hello, I have a WS-C3850-48P.

I have an output policy-map on interface gi1/0/1 as follows:

switchname#sh policy-map QUEUES
Policy Map QUEUES
Class Multi-Media
priority
Class DataTrans
bandwidth remaining 70 (%)
Class IA-High
bandwidth remaining 15 (%)
Class class-default
bandwidth remaining 15 (%)

I have been finding that bursty traffic is causing some of my 'priority' marked traffic to drop. I was therefore going to increase the buffers via the command 'qos queue-softmax-multiplier 1200'.

Then I noticed this blurb from Cisco:

"This command would take effect only on the ports where a policy-map is attached. If configured as 1200, the softmax for non-priority queues and non-primary priority queue (!=level 1) are multiplied by 12 with their default values. **********This command is not applicable for priority queue level 1.**********"

So does, this mean that if I increase the buffers then it will not affect my priority marked traffic ? So I am wasting my time ?
