It depends whether egress interfaces are experiencing congestion, and if so, whether it's adverse to the service needs of the applications using such a link.
It's true the higher the utilization percentage, increases the likeliness of adverse congestion, but again, alone, it's insufficient information. It's also true, higher bandwidths, often don't benefit from QoS as much as lower bandwidths, but often that's more to due with their not having as high a utilization percentage which, again, alone doesn't indicate the need or no need for QoS.
