When a network need implementation of qos if gig links are used maximam upto 25 percent does it requires qos implementation

Cisco 2960 doesn't boot properly and only system led is Green in one environment and works fine in other environment what may be the possible causes.Input power is 230 VAC

My cisco 2960 sytem led is flashing orange when powered on and static amber when working normal,rest all is working properly at room temprature(25 C) and when temprature is raised above 40 C its configeration file is erased.
