I have a N9K-C9336C-FX2 and we want to use an optic to lower the port speed to 25. We purchased a QSFP-100G-SR4 part number QSFP28-SFP28-CVR to do this but it is not working. I know you can lower the port speed in nxos, but not sure how to get this to work in ACI. I tried using the breakout but still didn't get a link light on the port. Any thoughts would be appreciated.

That switch model seems to support only 40/100 and not 25Gig. See table-1 in this link:

I see table-1 but below that is this: The Cisco Nexus 9336C-FX2 Switch (Figure 1) is a 1RU switch that supports 7.2 Tbps of bandwidth and over 2.4 bpps. The switch can be configured to work as 1/10/25/40/50/100-Gbps offering flexible options in a compact form factor. Breakout is supported on all ports. Please see feature table below for more information.
We have another port with a qsfp to take the 100g down to 10g and it works on this switch. Not sure why the 25g doesn't work.
