VSS Quad-Supervisor Stateful Switchover (VS4O) with sub-second recovery is not available on the 4500 Series.

I think the best you can achieve is in-chassis standby supervisor in RPR mode using IOS-XE 3.8. Prior to this the in-chassis standby didn't participate in VSS:
