no that is not really how QoS works. the different traffic classe get assigned certain bandwidth. it is not really that traffic gets preferred over the other (unless it is default class, which is best effort basis).
however, if you class traffic as ef (voice), you can assign priority queuing to it, which means it does get preferred/prioritised over other traffic
