queue drops, errors, and discards

Is there any standard or convention for when a device reports a queue drop or an error also as a discard?
I have seen cases where the count of output queue drops reported on an interface matches the number recorded in output discards. However, when I get input queue drops, I see zero for input discards. I have also seen cases when input error count and input discard count match.
If queue drops that are also discards means something different than queue drops that are not discards, I can not find that in searching documentation.
Likewise if some errors are also discards and some other errors are not discards, it would be helpful to know the difference.

Which switch specifically are you looking at?
Are you using the show count int x/y?
