"sh proc cpu" output interpretation

Hello folks.  

I'm seeing my 5 sec, 1 minute, 5 minute cpu values hovering about 50%, but the only two processes above 0.00% is "per second jobs" at 0.12%" and SSH at "0.03%".

Both interfaces on this border router have modest loads 58/255 and 61/255.   

Any thoughts on what could be contributing to the CPU load and how to observe it.
