Judging from this "specifics" I am going to hazard a guess this is a school homework, right?

It depends on a lot of factors , budget are they split across different buildings in distance etc , you havenet said whether there wired/wireless

Are you going to have a collapsed core or full access/dist and core layers in design or other type of design

average gear would be 2960 at access layer pcs/phones maybe some 3650s 3850s in dist and 4500 or 6500 in core that's standard setups  , it all depends though on budget and requirement of what these users are doing how manay servers and what type  , you could end up using 4500s on access layer as well depending on requirement in some circumstances

The so far idea they want is, that the first floor will be the office(hr, accounting, etc) and the 500+ computers and devices will be place on the second floor. All of this will be located within a single building location.
