Regarding Cisco 2960-24T

When I access the c2960 via console, I can't set backup interface.

please refer to below.

It should work. Could you confirm which license are you using on the switch? (show license)

If I remember, this switch has a Lan Lite and you need a minimum of LAN Base license,

Yes you can once running lanbase
