As the title suggests we have a faulty switch(POE issues) which is part of a switch stack.
Bad switch is # 2

These are my step to add a new 3850 into the stack without having the stack reboot:
Take config backup
Verify IOS is the same at working switch
Power off bad switch in stack
Delete line from the running config (switch 2 provision ws-c3850-48p)
Remove the bad switch from stack.
Stage new switch
Re-add deleted line back into config (switch 2 provision ws-c3850-48p)
Connect stack cables & power up new switch
Review

If you replace same mode you do not need to change any config - ( also if you have auto upgrade enabled - software auto-upgrade enable) Depending on the version running it will automatically upgrade new switch (if it show v-mismatch)
Your steps work, but I do not like changing the config. - simple steps fix the issue (if you going offline upgrade the same IOS)
1. New switch upgrade the IOS as same and License.
2. change the switch number and priority and save the config
3. Power down the offline switch - Move to the final local where you looking to rack.
4. Power down the faulty switch and check other switches become active and all good before you unrack and remove the stack cabled.
5. All good - remove the Faulty switch and rack the new switch and connect the stack cables.
6. Make sure you have console cable and connected to New (Active switch - before it was standby)
7. Power on the new Switch - check the console is all good and the new switch joined the stack)
8. if you show switch, and stack all good, and reconnect the end device connections.
Note: the new switch will be on standby - even though it has switch number 1 and is a priority high to be master. (if you want to new switch master, when you get a maintenance window, reboot the whole stack to fix that)

All switch members of the stack must either be in Install Mode or Bundle Mode and not both.

You shouldn't have to remove the provisioned switch to replace it just add the new switch to the stack if it’s of the same make/model & image type)
If you do remove the provisioned switch from the stack then you'll lose the current provision configuration related to the failed switch. Also note the auto-upgrade feature ONLY works if the stack is running install mode, NOT bundle mode.
