Rommon mode after restart

Dear All,
I have run into an issue where my switch which model is 4510R+E with 2 supervisors shut down after an unexpected power-down and then it booted in Rommon mood.

however, when I checked and found it wasn't booting initially because both supervisors were in rommon mode after a reset was giving the device started to work but only one of the supervisors was working the other stacked into rommon mode.

now when i am trying to boot from TFTP or USB I get the following error

the first supervisor running just fine now after giving this command in rommon mode: reset !!

but not the second one which is stacked into Rommon 

any resolution you may think about to resolve this issue, please.

Try changing the config-register to 0x2102 and then reload.

What is the output of "sh redundancy"?

What firmware is the active supervisor booting into? 

Is there a USB flash drive inserted into the standby (not working) supervisor card?
