Hi,
If the interface is flapping it might be an auto negotiation issue. You may want to talk to your provider and hard set the port speed on both sides and test again.

Hi,
Duplex settings are matching. Is there any command to check interface up time?

Hello,
If you are using a routing protocol to communicate with your ISP, you can check the neighboring uptime with commands like:
Show ip ospf neighbor
Show ip eigrp neighbor
Show ip bgp summary
In case you are not using any Routing Protocol, maybe your ISP configured Frame Relay as encapsulation type so you can check the uptime with show ip frame pvc.
Are you seeing any input errors in router interface such as CRCs or Runts?
Best Regards.
