Router sending Unicast BOOTREPLY messages to unknown IP

I have a 2951/15.0(1r)M13 that is running as DHCP server and it is recieving DCHPINFORM messages from clients on the local network. It sends the DHCPACK in return which looks correct according to the RFC but the relay IP address is an IP address in China and that IP is nowhere in the configuration.

I reloaded the router thinking it might be resident but it is still happening.  Anyone see this before?

For anyone with this issue :

this is bug related and has been reproduced in Cisco TAC's lab on same routing platform and IOS. Router was upgraded to latest 15.4 release to resolve it.
