RV042 is ARPing every 30 sec

Is it normal to see an ARP every 30 seconds from a Linksys RV042 router. (Seeing in Wireshark)

It's arping for a valid IP address, but why does it have to be every 30 sec?

The only place in router where that IP address is listed in the router’s config  is port forwarding tab.

(Ports 80 and 25 are forwarded )

ARP might be used to see if the destination host of port forwarding is still active. -- I am not sure this.

You can remove the port forwarding configuration to see if you still see those ARP packet.

Anyway, sending arp like this won't hurt anything.
