SF200-24P System LED goes out, LINK/ACT LEDs remain on. Network down

We have a SF200-24P. When power cycling our router, the System LED on the SF200-24P went out, yet the LINK/ACT LEDs remained on. The switch could not talk to the router until we power cycled the switch.

The manual does not cover the System LED being off when the unit is on.

What does it mean when the System LED foes out yet the LINK/ACT LEDs remain on and continue to blink normaly?

Change default ip administrative to other in the lan address. Led power blink is now on static mode.
