I would like to know how to disable or reduce fans noise on SF300-24p (We don't use POE).

Nope, that is not what it means.
it means you can replace them with quieter ones, although this would almost certainly invalidate the warranty.
if you needed switches with no fans, you should have bought the one I suggested above.

I don't think you can disable the fans in software but I found this on google:

If you didn't need PoE, you should have done for the SF300-24 which is fanless.
