I have connected an sfp module to a 4451. From the 4451 to a 3850 switch. Everything
Looks fine on the 3850 when I connect a loop. But a loop on the isr4451 does not come up. I don't know what's wrong.

According to the data sheet (attached) you need to run at least XE 3.10.
Also, the module is DOM compatible. Try to turn this feature off globally and check if that makes a difference:
4451X(config)#transceiver type all
4451X(config-xcvr-type)#no monitoring

Is this a Fibre or Copper connection - do you have the correct SFP for the switch?
If its a fibre connection have you swapped the RX/TX ends of the cable and tested?

media-type sfp
no negotiation auto
I did that already and it still did not fire up. still wondering what could the problem be

I am using a fiber connection. I have swapped the cable. I have also used the two ends of the same cable to loop to acertain the cable is on on the switch. and it fired up. I have moved the same SFP on the Router and did the loop. and it fired up. it meant to me the SFPs are working and the cables are working. the SFP module is a GLC-LH-SMD. I also changed to a GLC-SX-MM and lastly to GLC-SX-MM-RGD
