Have an SG300-28P that stopped responding and cannot connect through the serial port using putty. Any item that is plugged into this cannot communicate with any other device. I tried the factory reset and saw all lights flash twice but the system light stayed in green blinking mode for over 2 hours. I then powered it off and plugged items back into it. It came on and flashed for about 20 minutes and then stopped. I cannot connect to serial, I tried the 192.168.1.254 address that cisco said it should reset to. I tried the old IP address and cannot connect. Any ideas to help reset this?

If you can't access the device any more, open a ticket with TAC. They will most likely ask you to RMA it if the device is still covered under a service contract.

Already spoke with them and my service agreement expired Dec 15th.

If you connect to the serial/console port and then power cycle the switch do you get any output? If so can you post it?
