Hi Mohammed,
In order shutdown a virtual link , you need to perform no area virtual-link only.
OSPF graceful shutdown is another feature which can be used to shutdown ospf on specific interface or on device itself.
To initiate a graceful shutdown of an interface , ip ospf shutdown is the command and shutdown command under router configuration mode to completely shutdown ospf in router.
