No and afaik no plans to combine both. Even if both are used usually on a port connected to the end station (host, server, etc) they mean different things. First - not to trigger TCN on port flap and enforce the network boundary. Second only means that all packets should be sent untagged on that port and force traffic to the specific VLAN. Thus nothing in common between two and there are situation you would need access configured without portfast.
