What does this message tell us "Duplicate Correlation for STPTopologyChange?" Is it safe assumption that we have STP issue if we see this message. Do we get this message on regular topology change or only when we have any issue like STP loop?

Looks like its an SNMP trap from Cisco works:
http://www.cisco.com/en/US/docs/net_mgmt/ciscoworks_device_fault_manager/1.1/user/guide/dfm11UG.pdf
And a more recent version
http://www.cisco.com/en/US/docs/net_mgmt/ciscoworks_device_fault_manager/3.1/user/guide/TrapFwd.pdf
Pass-Through STP Traps
SNMP Trap Corresponding DFM EventSTPnewRoot MajorAlarm
STPtopologyChange MinorAlarm
SNMP is not my strong suite, so I will let others chime in.
