STP Loop- Duplicate Correlation for STPTopologyChange

What does this message tell us "Duplicate Correlation for STPTopologyChange?" Is it safe assumption that we have STP issue if we see this message. Do we get this message on regular topology change or only when we have any issue like STP loop?
