i am facing issue to copy ios to tftp server while i can copy vlan.dat file with same command.

Did you forget .bin extension?

Forgetting the .bin extension is one way of looking at the issue. The error message indicates that the string input to the command is a directory and not a file. So for the copy command to work the original poster will need to input the path to the file (directory entry, plus file name, and .bin).
