i have Cisco 9200L its not boot properly its showing below logs

Open a ticket with TAC. You may need to RMA it if it is a hardware issue.

Call Cisco TAC and organize an RMA for the switch is dead.

I'm getting the same on one of my 9200L's. A work around until you can get it replaced is to unplug the power cord, wait for a few seconds and then plug the power cord back in and hold down the mode button until you see
boot: failed to load flash:/user/packages.conf (Aborted)
at the switch: prompt type reset and the y
it should boot normally from that point

After doing the workaround above. I downgraded the IOS from cat9k_lite_iosxe.17.03.06.SPA.bin to cat9k_lite_iosxe.17.03.05.SPA.bin which cleared out the issue

Instead of typing the reset command do a physical pull of the power cord
