Can a WS-C3850-48T-S and WS-C3850-24T-E be in a stack together? Just those 2 switches.

License Level: Ipservices
only basic IPv4 L3 switching and routing, static routes and OSPF routing (No IPv6) is actually required.

No possible unless the switch with IP Services license is manually downgraded to IP Base.

As also Leo noted, you want to have the same license type. So, since you need OSPF, it is better to upgrade the license for WS-C3850-48T-S to "IP Services" and then stack them. This way, if you lose a switch, you don't lose any feature set.
