Hi Mudasir,
What are the ports you are using for VSL links? As per below 6704 is not supported for VSL links.
Virtual switch link (VSL): 10 Gigabit Ethernet connections (up to eight using EtherChannel) between the virtual switch members. The 10 Gigabit Ethernet connections have to be one or more of the following modules:
– Virtual Switching Supervisor 720 10GE: 10 Gigabit Ethernet uplink ports
– WS-X6708-10G module: any 10 Gigabit Ethernet port
– WS-X6716-10G module: only non-oversubscribed ports can be used for VSL (supported with 12.2(33)SXI)

yes or you put the right type of DFC or you use a CFC
VSS hardware requirements clearly lists this point

Hello Mudasir,
if you refer to second VSS in your first post the 6704 is using a CFC and this is acceptable.
the first VSS shuts down the module for the DFC3B submodule.
If you mean that you have a VSS that hosts a WS-6704 module with a DFC3B and it is up/up that would be strange
>> If any switching module in the VSS is provisioned with DFC3C, the whole VSS must operate in PFC3C mode. If a 67xx series switching module with a DFC3A/3B/3BXL is inserted in the chassis of a VSS, the module will remain unpowered, because VSS supports only DFC3C and DFC3CXL.

For now its with Sup720 Tengig ports.
the strange this is x6704 module on one pair of VSS are up and down on the other with same sup
WS-X6716-10G module: only non-oversubscribed ports can be used for VSL (supported with 12.2(33)SXI)?? What
is this mean?

Ok, then may be you just have bad 4 port 10Gig card. Do you have the same type PSU (Watts) on both devices?

Now this Distributed & centralized switching are a hardware features... ??? And can not be changed by IOS.
