There appears to be some level of Windows or ios or both where,
all of a sudden, telnet timesout after 10 seconds or so of inactivity
no matter what you set the exec time out to yet I have found that the
issue doesn't happen on all devices. Has anyone run into this...thx

Are you taking about telnet session in any your network router,If yes then try combination of the exec-timeout line configuration command, which sets the interval that the EXEC command interpreter waits until user input is detected, and the session-timeout line configuration command, both set to approximately the same values, to get the same behavior from virtual lines that the session-timeout command causes on physical lines.
