Hello

Yes I see is as a l3 version of a flex link

Basically it's a simple way of providing a secondary redundant conection if the primary interface goes down

The keepalives are there to  accommodate the backup interface as by default a tunnel interface is always up when it down however with keepalives enabled they monitor the tunnel and if it lose it top session for scr/dest etc the tunnel will go down and the backup interface will be brought up after the specified delay time value
