UDP package can't be received

In our environment, there are two sites A site and B site, there is a network license server in A site, the license port is UDP 5160; there are some clients in B sites;

Network Infrastructure:

1. Site A only have a network segment 192.168.0.0/24, Site B have four network segments 192.168.1.0/24, 192.168.2.0/24, 192.168.3.0/24, 192.168.4.0/24; 

2. Site A and Site B both have two same 3560G switches, and enable ip routing    

3. the network connection is by MPLS between Site A and Site B, and MPLS router of Site B is in the network 192.168.1.0/24, WAN route protocol is BGP, LAN protocol is EIGRP.

Issue Description:

When clients are in the same network with MPLS router, they can get the license normally any time, but:

1. When clients are in other network (not same with MPLS router), and the time is work time, all clients can't get the license.

2. When clients are in other network (not same with MPLS router), and the time is NOT work time, all clients can get the license normally.

What cause the issue?

maybe time-based ACL or policing on one of the routing devices.

Not time-based ACL and policy.

Now I find When clients are in other network (not same with MPLS router), and the time is NOT work time, all clients also can't get the license, but When clients are in the same network with MPLS router, they can certainly get the license normally any time, not know why!
