Unable to create temp dir "flash:update" The directory already exists,

I'm trying to perform a code upgrade on CGS-2520-24TC and receiving this error.  I've tried to upgrade from the CLI and same error.  I'm also unable to do a dir.

Unable to create temp dir "flash:update"
The directory already exists, please make sure another upgrade is not in progress.
If not, either delete or rename this directory and restart the upgrade.
