Please explain the question.
A router can receive both unicast and broadcast packets. A router can generate both unicast and broadcast packets. A router can forward unicast packets and with configured ip helper-address can forward some broadcasts.
A switch can receive layer 2 frames that are unicast and that are broadcast. A switch can do layer 2 forwarding for frames that are unicast and that are broadcast.
So what is it that you are asking?
