upgrading a 3.x.x WS-C3650-24PS to fuji?

i have a WS-C3650-24PS with ver 3.6.6 and customer wants to upgrade it , i read in the guide that i normally set it to boot from the fuji 16.9.x version then afterward i have to do another upgrade process from bundle to install? is that necessary? do i need to upgrade it from bundle to install? isnt bundle upgrade enough

What you're proposing is undertaking two reboots.
Read the Release Notes carefully because it contains detailed instruction on how to upgrade using Install Mode with just one reboot.

no if you check the documentation on how to upgrade from 3.x.x , it says in "Upgrading from Cisco IOS XE Release 3.x.xE in Bundle Mode"
first boot from the new image then reload then in step 4 to move to install mode, do i have to move to install mode? isnt bundle mode enough?

The other thread is for a 3550.  This one is for a 3650.

Install mode is recommended. 

Bundle mode boots up longer and uses more RAM.
