Hi,
I have been told that we need to shutdown all unused ports on all the switches. Since this is a lot of work, I have thought about giving this task to the helpdesk but I am afraid of them making a mistake; therefore, I would like to see if there is anyway of creating a username with certain access only to the interfaces and for them to be able to enable/disable them.
Thank you, Rafael.

What switches/version of IOS do you run? In the later version of switches and IOS you can use the "range" command to configure multiple interfaces at the same time.

Rafael,
You'll want to look at privilege levels and roles. Definitely roles.
