Vlan Interface staying up/up

Is there a way to keep a Layer 3 vlan interface up regardless of any ports or trunks being up on this 6500 running Native 12.2(33)SXH? Tried the no keepalive and no luck.

(Hybrid may have that feature and the old RSMs use to as well.)

Why would you want this behaviour? Surely if all access ports on the switch in the VLAN are down you don't want to receive traffic you can't forward? If it's a management thing then use Loopback interfaces.
