VOICE PORT Config issue

hi can any one help in this one

i am trying to config a voice port over a router and when i push the cammand it gived me a statement as either isue shut or no shutdown to the voice port .....  if u do no shut it gives me a messg as the controller is down

i am stting the router in a lab enviroment soo why is it happenning can any one please help ??

OOC(config-voiceport)# connection trunk 1002 Answer-mode
You must issue "shutdown" and "no shutdown" to the voice-port
for this configuration to be effective.
OOC(config-voiceport)#no shut
no shutdown is not allowed due to its controller is down

Just to discard, try first with these commands:

(config-voiceport)#shutdown

(config-voiceport)#no shutdown
