What Are There 2 Recommended Firmware

I was looking through the firmware for C11xx.

There are 2 recommended firmware being version 17.9.4 and 17.6.5.

Shouldnt there be only 1 firmware?

Do people upgrade from version 17.6.5 to 17.9.4?

What is the difference between Cupertino and Bengaluru?
