What does flashing green LED on a Powersupply really mean?

I found this

3.3 voltage standby (VSB) is on but the power

supply unit is not powering the other modules

I have two nexus 3500 switches . 3 PS's show solid green and one is flashing green. No amber lights.

Thoughts?

RMA'ed the old PS.. installed a new one and all is good.
