I personally only look at gigabit managed switches.  Additionally, I don't look at Linksys rebranded Cisco managed switches.  I would choose this as the cheapest:

CISCO Catalyst WS-C2960-24PC-L 10/100Mbps + 1000Mbps Switch with PoE 24 x RJ45 + 2 x SFP

This will provide what you want but personally I would always choose gigabit over 10/100.  It may not be needed in VOIP but it allows for easy future expansion.

Layer 2/Layer 3:  3560G-24PS or 3750G-24PS
