Why doesn't "router isis" do anything?

I want to use the isis routing protocol. To initialize this one must do:

router isis

But when I enter this command from global config it does not put me into a router prompt, it doesn't do anything and it gives me the global config prompt again. Also in interfaces there is no "ip router" command to turn on isis on an interface.

But from a global config prompt if I do "router ?" then 'isis' is a valid option.

This is the same on my 2501, 2505, 2520 routers running 11.3(11c), and 12.3(13).

SERVICE PROVIDER - c2500-p-l.IOS_version.bin

SERVICE PROVIDER WITH PT/TARP - c2500-p7-l.IOS_version.bin
