I see TCP retransmission and no ACK what could be the issue and how to fix it

Two possibly causes.  Destination never received packet to ACK or sender never received ACK.

As to fixing, identity where and why packets are being lost and mitigate.

Oh, I didn't address your question about using ECN starting with the TCP handshake.

As far as I know, it shouldn't matter.

Does the same session work without ECN bits being used?

Figured out that the destination device wasnt listening on the port. Its fixed now. @Joseph W. Doherty Thanks for your help

Well, that, too, would explain any ACKs, with or without ECN.
