WS-X45-SUP8-E wont boot from USB or TFTP

I have a WS-X45-SUP8-E installed into a WS-C4510R+E chassis and I keep trying to boot from a usb to then copy the image over but it keeps running into a error thus "reloading" the sup and throwing me back into rommon again. I have also tried to TFTP the ios on it and conveniently it stops around 90% every single time. Any ideas? Thanks

The Release Notes for each particular version will spell out what ROMMON version is needed.
