I guess this answer comes kinda late, but just saw your question.
You need to use a non-ipbase ACCESS feature set.

Hello Alexandr,
If I am reading the release notes right on 15.1(1), the WS-X6748-SFP with DFC3C is not supported on that IOS.

WS-X6748-SFP
(with WS-F6700-CFC, or upgraded with WS-F6K-DFC4-AXL or WS-F6K-DFC4-A)

Hello, Gabriel!
Yes, for Sup2T - you are right. But i use Sup720-10G, and on next line in release notes said:

Hello!
"Better late, than never". I solve my problem using IOS version 12.2(33)SXJ5 with Advanced Enterprise
feature set, linecard has started up and now operating normaly.
Can i use feature navigator to check this incompatibility in future?

I've looked for external documentation, but no luck (release notes, feature navigator, install guides).
We might need a documentation bug, which is an internal process and it might take a while.
SUP720-10G ipbasek9-access Features
•Use IPBase as Starting Reference
•Remove WAN support
•Remove Service Modules (FWSM,ASA,WLAN,NAM,etc)
•Remove all DFC
•Remove VSS
•Remove all 67xx linecards except add support for 6724 CFC
