does the c20 has MULTISITE capabilities?

In this PDF it says:

Available with Multiway

Which is not clear

I have 4 locations and no MCU

I need to understand this.

Also can I do Multisite with no VCS?

C20 does not support multisite by itself.

But it supports MULTIWAY feature which you need to have VCS and external MCU to hold a multisite call.

Multisite = MCU functionality in the endpoit

Multiway = MCU functionality in the infrastructure

Can I run MultiSite on the Cisco IP Video Phone E20?

There is no embedded Multisite on the Cisco IP Video Phone E20, but the Cisco IP Video Phone E20 supports Multiway(TM), enabling intuitive initiation of multiparty video conferences using an external MCU.

The Cisco IP Video Phone E20 can also join any conference hosted on either a dedicated conference server (MCU) or on a video system with embedded conference (MultiSite) capabilities.

Btw the C20 supports from software version 4.1 one additional audio voice call (as long as the c20 is not set up for multiway.

If you need MCU like capability in your endpoint you should look at the >=C40. These C-Series codecs support

the same amount of participants (alltogether 4). Yhe max resolution differs on each codec (C40/60/90).
