can anyone say how can we freeze setting on cisco telepresence settings
on call speed
when device is boot speeed is changeing

You can set the default call rate on the endpoint, and that should survive a reboot, unless there is something else that is re configuring it (CUCM, TMS Template, etc).
The default call rate can be found on the web interface under Setup > Configuration > Conference > DefaultCall > Rate.
or can be set with the command:
xconfiguration Conference DefaultCall Rate: 768
On the configuration page listed above, you can also define the Max rates which you could also apply to limit what can actually be done from the endpoint.

yes we do have CUCM for provision to all Cisco end points.
and also we have TMS for managing and address book for those TP room
need help me where we can configure speed setting in CUCM and also TMS also

In TMS, you can set up configuration templates and assign those to endpoints (see Using Configuration Templates section of the TMS Admin Guide)
In your CUCM, you can define the bandwidth under the region settings.
